Yes. Deck Builder works as a card dealer: shuffle any deck of cards and deal hands to yourself or to several players, either by drawing to each hand or using Pass & Play so every player gets their own cards on one phone.
First give your deck more than one hand: open the deck, go to Deck Settings, find the Hand Cards section, and raise the number of hands. Then, on the play screen, a normal tap on the draw button deals to the current hand, so every card goes to Hand 1 by default. To send a card to Hand 2 or Hand 3, long-press (tap and hold) the draw button and pick the hand you want. Your choice becomes the default for the next taps. For full hot-seat multiplayer where each player has their own board, use Pass & Play instead.
